I think all catnip cat toys should be refillable. This one works great. I've had it for six months and refilled it four times. The kitties love it, especially right after a refill. They like to bite it and get it all slobbery, and then lie on top of it. I do have to be pretty pro-active about getting them to sniff it, though. I don't think the smell carries very far, so they don't notice it unless I stick it in their faces.
The three baggies of catnip that it comes with are tiny, so I recommend buying some catnip along with it.
